One-liner: Generalitat (CINDI / DG Emprendimiento e Internacionalización) competitive grant to fund the entrepreneurial ecosystem itself — non-profit entities and public universities that run mentoring, incubation/acceleration and outreach that promote entrepreneurial culture. Not a direct-to-startup grant; founders benefit indirectly through the programs these entities deliver.
Status: the 2026 edition is closed (window 20 Apr–20 May 2026). It is an annual line — a 2027 convocatoria is expected around Apr 2027. Details below are the 2026 terms, retained as the template.
What you get (as an eligible entity)
- A subsidy toward a "support itinerary for entrepreneurship" made of one or more of:
- (a) Mentoring & personalised accompaniment — stimulate entrepreneurial vocation, help create/develop an idea in its early definition/viability phases.
- (b) Incubation & acceleration — for entrepreneurs who already have a business model and plan.
- (c) Information, awareness & dissemination — promote and give visibility to CV entrepreneurship.
- Funded from line S1464, budget program 322B00.
Who it's for (beneficiary entities)
- Non-profit entities (associations, foundations, groupings, private universities, other non-profit associative structures) registered in the relevant registry, whose statutory purpose includes fostering entrepreneurship / company creation.
- Public universities.
- Must have registered office / domicile in the Comunitat Valenciana.
- Excluded: comunidades de bienes and sociedades civiles without legal personality; public administrations and their public sector.
Funding & rules
- Total pool €2,262,641.14 (Generalitat own funds), distributed estimatively: public universities €400,000; non-profits €1,862,641.14 (redistributable by demand). Pool may rise up to +25% without a new call.
- Minimum eligible cost per project: €10,000 (VAT excluded) — below this at justification → revocation.
- Eligible costs: current expenses directly tied to the activity — personnel (employees at CV work centres, with a monthly gross-salary cap for the calculation), plus categories per the resolution; external audit report up to €600 (VAT excl.). ≥3 quotes required above the Ley 9/2017 contrato-menor threshold. Not eligible: VAT (recoverable), unused transport tickets, etc.
Scoring (competitive concurrence, 100 pts — Anexo I)
- I. Entity description, capacity & experience — 15 pts (prior 5-yr track record of same/similar activities).
- II. Quality, viability & sustainability of the activity — 50 pts (activity description min threshold 10 pts, target audience, timetable, resources).
- Plus further criteria (impact, dissemination, equality) to 100; ties broken per Anexo II. A Comisión de Valoración proposes awards to the DG Emprendimiento e Internacionalización.
How to apply
- GVA Sede Electrónica → procedure G95828 (also findable via BDNS 898925 on infosubvenciones.es). Digital certificate required.
- Attach the project memoria (basis for scoring): entity description; activity description with audience, objectives, deliverables and timetable; responsible declarations incl. tie-break criteria (sections E and F of the form).
- Window (2026, closed): 20 Apr 2026 10:00 → 20 May 2026 23:59 (peninsular time); only entries in the GVA electronic registry by the deadline are admitted.
- Justify via cuenta justificativa with the external auditor's report.
