One-liner: GVA grant covering 100% of the notarial/registration costs of constituting a new cooperative or sociedad laboral (or a coop merger/absorption/group creation) in the Comunitat Valenciana — the founding-paperwork subsidy for the social-economy startup track. FEVECTA assists with the practical setup.
Status update: the 2026-07-02 pass could not confirm ESCREA detail (only the generic tramit index loaded). A dedicated scrape now confirms the full 2026 procedure — the 2026 window is closed (4 May–30 June 2026). Regularly annual; expect a similar window in 2027.
What a founder gets
- 100% reimbursement of the taxable base of justified constitution costs: notarial deed of incorporation (escritura pública) and any power-of-attorney deed, notarial copies (incl. electronic), and official permits/licences required to operate — one-time only, cannot be claimed twice.
- Also covers costs from a merger, absorption, or creation of a cooperative group, or the transformation of a mercantile company into a cooperative.
Who it's for
- New cooperatives or sociedades laborales (or those from a qualifying merger/absorption/transformation), legally constituted and registered, with a work centre in the Comunitat Valenciana (regardless of registered domicile).
- Must have at least 2 worker-members/employees actually providing labor at the time of application.
- Also open to entities constituted in the last 6 months of the prior fiscal year, if still registered and active at application time.
- Excluded: activity sectors excluded under EU de minimis Regulation 2023/2831.
- General requirements: legally constituted/registered, not subject to General Subvention Law prohibitions (art. 13), up to date on tax/Social Security obligations, no firm sanction barring subsidies, no pending EU illegal-aid recovery order, and (if applicable) a Plan de Igualdad in place.
How to engage
- Apply exclusively via telematic procedure (no paper) — GVA Sede Electrónica → procedure G18081 (SIA 223691), digital certificate required (DNIe, FNMT, or ACCV certificate).
- Submit the general subsidy request form plus: Memoria de constitución, declaración responsable (Social Security obligations), de minimis aid declaration, banking-domiciliation data, and tax/Social Security compliance certificates (or authorize the GVA to check directly).
- Justification documentation is submitted at the same time as the application (not separately afterward) — a cuenta justificativa with invoices/payment proof.
- Competitive concurrence procedure; a collegiate body scores applications per Anexo II of the bases reguladoras; resolution within 3 months of the call's publication (silence = denial).
- Contact: cooperativas_cas@gva.es / sttreball_valencia@gva.es (technical procedure queries); territorial offices in Alicante, Castellón, and València (Servicio Territorial de Trabajo).
Key facts
- Legal basis: Bases Reguladoras — Resolución 16 July 2025 (DOGV 10156, 22/07/2025); 2026 convocatoria via Resolución 27 April 2026 (DOGV 10353, 30/04/2026), corrected 20 May 2026 (DOGV 10366).
- 2026 window: 4 May – 30 June 2026 (closed); justification accepted through 16 October 2026.
- Run by the Dirección General de Trabajo, Cooperativismo y Seguridad Laboral, under the Vicepresidencia Primera i Conselleria d'Habitatge, Ocupació, Joventut i Igualtat — a different department from CINDI (which runs EMENTI 2026/EMPYME 2026), confirming this is a distinct social-economy support line, not part of the CINDI entrepreneurship family.
- Managed regionally through territorial Direcciones/Servicios de Trabajo (Alicante, Castellón, Valencia), not centrally — applicants file with the territorial office matching their work centre's province.
