One-liner: ENISA's €300M participatory-loan facility for SMEs building climate-resilience solutions — or damaged by a civil-protection emergency like the DANA. €25k–€1.5M, no collateral, no equity, rolling intake. For a Valencian founder this is currently the largest open funding route in the brain.
What a founder gets
- €25,000 – €1,500,000 as a préstamo participativo — no collateral, and ENISA takes no equity and no board seat; founders keep the cap table intact.
- Up to 7 years to repay, with up to 2 years' grace on principal (quarterly amortisation after).
- Two-tranche interest: tranche one is Euríbor + an annual differential; tranche two is performance-linked, capped by credit rating, and zero in any year the company is not profitable.
- The loan counts as patrimonio contable (equity-like on the balance sheet) — it strengthens the financial structure without dilution, and interest is tax-deductible. Same structural advantages as the standard ENISA Prestamo Participativo, on a much larger dedicated envelope.
- Rolling intake — no convocatoria window to miss. Applications are processed in order of entry, which is the practical argument for applying early rather than waiting.
Who it's for
- Spanish SME with its own legal personality: <250 employees AND turnover <€50M or balance sheet <€43M.
- Own funds (equity) must be ≥ the loan amount requested — the same gate as ENISA's standard line, and the one that most often disqualifies very early companies.
- Any sector except real estate and financial services.
- Registered office and tax domicile in Spain. Priority to businesses in disaster-affected territory — which is precisely the Valencian DANA footprint.
- Niche tagging note (deliberate): filed as
niche: [any], notcleantech, despite the climate framing. The second eligibility door below — affected by a civil-protection emergency — is explicitly sector-agnostic (any sector but real estate and finance). Tagging this cleantech-only would hide it from exactly the DANA-hit foodtech, tourism and logistics founders who are among its clearest beneficiaries. The climate emphasis is carried in prose instead, per CLAUDE.md §4e. - The activity test has two doors, and the second is widely missed:
- the company provides climate-resilience solutions, or
- the company is affected by a civil-protection emergency — including companies wishing to start activity in affected territory, and companies tied to those areas through investments, suppliers or supply chains.
- Current with AEAT and Social Security; no pending subsidy reimbursement. Loans >€300,000 require externally audited accounts.

- One instrument, three names — this is the single biggest source of confusion and the reason it
went un-indexed for so long:

- The €300M is a ceiling, not a pot. Per BOE-A-2026-15924, Anexo I, apartado Dos, the maximum is reduced by (a) the repayable principal of loans already granted under the earlier Reinicia+ FEPYME DANA mechanism and (b) contracting/assistance costs. Do not quote €300M to a founder as available headroom.
- Funded against the prorrogados 2023 Presupuestos Generales del Estado.
- ENISA listed Innovación x Clima among its sector-specific financing programmes as of 9 Aug 2026.
- Climate-resilience scope, as ENISA frames it, spans prediction systems, AI applications, water management, agriculture, energy storage and materials innovation.
