One-liner: the two European Defence Fund calls written specifically for SMEs — the accessible entry point into a €1.006 billion programme, open to any EU SME with a defence-applicable technology, closing 29 September 2026, 17:00 Brussels time. This is the largest funding route a Valencian dual-use startup can currently apply to, and nothing regional comes close.

"Non-thematic" is the point: unlike the seven thematic calls (air defence, sensors, quantum cyber, hypersonics…), these have no predefined topic — you propose your own technology.
Who it's for
- EU-based SMEs and startups new to defence, including civil/dual-use deeptech that has never touched the sector. Readiness, deployability, reliability, safety and sustainability of forces are named as valid angles — which covers energy, logistics, materials, surveillance, digital and cyber.
- Weak fit for pre-revenue idea-stage teams: the consortium requirement (three entities from three Member States for development actions) assumes you already have partners or a cluster behind you.
How to engage
- Read the EDF Work Programme 2026 and the topic pages on the EU Funding & Tenders Portal
(
ec.europa.eu/info/funding-tenders/opportunities/portal/screen/programmes/edf). Single-stage submission; development actions opened 11 Feb 2026. - Solve the consortium first. Practitioner guidance is consistent that the three-country consortium is the long-lead item, not the technical proposal — which is why Cluster Defensa CV (APOLO)'s "preferential access to EDF consortia" is the single most useful membership benefit in the region, and why REDIT's institutes (e.g. AIMPLAS) actively position themselves as consortium partners.
- National guidance: CDTI's Grandes Instalaciones y Tecnologías Duales department advises Spanish entities entering EDF projects — the free first call to make.
What comes with the grant — the EUDIS wrapper
EUDIS (€231M, ~23% of the EDF 2026 budget) surrounds these calls with non-financial support:
- Business coaching for every SME beneficiary implementing an EDF project.
- Matchmaking — 10+ onsite and online sessions during 2026 connecting founders with investors and defence end-users.
- EUDIS Business Accelerator — two 8-month cohorts of 20 companies a year, with a seed-financing
voucher (the site states €65,000 in its page description and €120,000 in the body —
unreconciled
#status/verify); 2026 windows are closed (spring cohort Dec 2025–Jan 2026, autumn cohort May–Jun 2026), so the next application window is the one to watch. - Defence Equity Facility — equity financing via the European Investment Fund, for SMEs whose growth needs exceed grants.
- EUDIS Defence Hackathons — multi-city (8 EU locations); past editions Mar 2026 and May 2025.
Key facts
- EDF 2026 total: €1.006B, 31 topics, 7 thematic + 3 non-thematic calls; deadline 29 Sep 2026 for all of them. Calls opened 22 Jan / 11 Feb 2026.
- Within EUDIS: ~€60M for disruptive technologies and ~€60M for non-thematic SME calls (the Commission's own framing; the per-call splits above are the indicative breakdown).
- Timing reality for 2026: with the deadline days away, a Valencian startup starting now has effectively missed this cycle. The useful move is to use the remaining window for partner search and target EDF 2027, which follows the same annual rhythm.
