One-liner: the Generalitat's institutional umbrella over Valencia's fragmented defense-sector landscape — announced 11 June and presented 2 July 2026 by president Juanfran Pérez Llorca, binding administration, companies, chambers of commerce, technology institutes and universities into one ecosystem, with an initial €100M (FEDER + private capital) and a strategic plan being drafted for 2027–2030. Not yet an instrument a founder can apply to.
What a founder gets
- Today: nothing directly applicable. There is no call, no eligibility rule and no application
route. What exists is a political commitment and a drafting contract. Treat it as forward notice,
not support.
#status/verify - €100M initial allocation from FEDER plus private capital — against a sector whose total current economic impact is ~€180M, so this roughly doubles the sector's weight if it lands as announced.
- Plan Estratégico de la Industria de la Defensa de la Comunitat Valenciana (2027–2030) — being written now (the drafting contract is budgeted at €119,405, a figure not to be confused with the €100M). This document will define whatever instruments eventually open.
- Feria Internacional de la Industria Auxiliar de la Defensa 2027 — the Generalitat will organise it for the first time; the first hard, dated ecosystem event in this vertical and the most usable near-term hook for a Valencian company seeking visibility or international contacts.
- Consolidating effect on the map: the Alianza explicitly sits above Cluster Defensa CV (APOLO), the ex-Hub now inside CEV, and REDIT Defensa. Pérez Llorca named APOLO as the sector's reference cluster — so the practical entry point remains APOLO, with the Alianza as the policy layer.
Who it's for
- Valencian companies across the defense auxiliary and dual-use value chain — industry, technology centres and universities. Framed at the sector, not at startups specifically; no phase or size filter has been published.
How to engage
- There is no membership route yet. Engage through the bodies it sits above — Cluster Defensa CV (APOLO) for the cluster route, CEV's Comisión de Seguridad y Defensa for the employers' route, Espai Aero CV for aerospace/UAV, REDIT for lab and consortium capability.
- Watch for the Plan Estratégico 2027–2030 publication — that is when instruments become definable.
- Invest in Valencia promotes the Alianza to inbound investors and offers a general contact channel, but names no individual owner for it.
Key facts
- Announced: 11 June 2026 (Invest in València write-up); presented: 2 July 2026 by president Juanfran Pérez Llorca. Framed as "posicionar la Comunitat en el mapa europeo".
- Baseline it is trying to fix: the Comunitat Valenciana captures ~1% of Ministerio de Defensa contracts — last-carriage status in the national military spend, per the sector's own reporting.
- Membership shape: administration + companies + cámaras de comercio + institutos tecnológicos + tejido productivo + universidades. Coordinated by the Generalitat, backed by the employers' associations, universities and technology centres.
- It is the fourth body in eight months, after the Hub de Defensa CV (Jan 2026, dissolved June), APOLO (Feb 2026) and REDIT Defensa (2026) — see Defense and Dual-Use in Valencia for the full map and the duplication risk the sector press has flagged.
